This solution could not be downloaded

In the action center, i see an error of "windows -shut down unexpectedly" and it says theres a solution avaliable. when i hit "view solution" so i could download it and solve my issue, i get this

obviously i have a stable and working internet connection and i shut down using the on-screen option. i have tried a clean boot, safe mode, disabling firewall and disabling antivirus. ive reset my computer a few times and restored a few times also. the problem im experiencing is that my computer boots twice and sometimes between boots, i get bsod with error of "SYSTEM_THREAD_EXCEPTION_NOT_HANDLED (IaStorA.sys)".

im running windows 8 64 bit on a toshiba satellite E45t-A4200 with 4th gen Intel-i5 2.3GHz Turbo, 10GB ram and 1 TB HDD

Neither best buy, microsoft nor toshiba want to help and i cant think of anything else i could do myself... im asking the community, you guys, for any and all help you could possibly give to me. thank you
