K8-12 School - Creating Microsoft ID’s for windows app store for students

For a K8-12 institute, we are trying to use the windows app store. Our younger students we are trying to create Microsoft ID’s for the app store in windows 8, this will allow teachers to start using apps in the classroom. When creating a Microsoft ID for a younger student we are prompted to put in a parental email address (parents also have to create a MS ID) along with a credit card as proof. Parents do not want to do this.


How can the school create Microsoft IDs for students without the parent email address and credit card info.  Is there any way for the schools to be responsible for the accounts and not parents?


An option we do not want to do is: make 1 school account (act similar to the parent account) for every classroom of students. There are many issues with this method, what about next year when kids aren't all in the same classes. How many kids’ accounts can we tie to one account? To do this for hundreds of kids will be a long process. We will need to test and make sure the CC on the school account will not be accessed by the students even if they want to purchase anything. I am also running into the issue the school does not want to use their CC.


Since we assign students emails with our domain @schoolname.com through Office 365 Edu; is there a way Microsoft can disable the verification for the domain? Or other similar type solutions? How have other schools dealt with this?
