Public internet connection with maximum download size at one go prevents upgrade from windows 8 to 8.1

Hi,

I purchased my HP Pavilion g6 in India a few months ago and now I am studying in France. The problem is that in my dorm, there is a WiFi download limit (less than the download size of Windows 8.1) after which I have to reconnect. Everytime this happens, the store resets the download bar and the download never finishes (even after internet connection is reestablished). I have checked the log in C:\Windows and it says the following:

2014-02-12	11:14:47:773	 888	18b4	DnldMgr	  * Update is not allowed to download due to service regulation or download size limitation.
2014-02-12	11:14:56:624	 888	18b4	DnldMgr	WARNING: Got error (hr = 80240008) starting update 0 in call 33. Notifying call.
2014-02-12	11:14:56:642	 888	18b4	DnldMgr	WARNING: Got error (hr = 80240008) starting update 0 in call 56. Notifying call.

I have tried downloading it many times and failed.

Is there any solution? Can you provide me with an ISO image or something so that I can upgrade to Windows 8.1?
