Can't install/enable .NET Framework 3.5 on Win8.1 PRO 64-bit

0x80070002 can't enable or install .NET Framework 3.5 in Windows 8.1 PRO 64-bit

No success with everything already attempted in the following thread, but here it is for review.

I get 99.8% of the way through for any method to enable, including after repairs of any corrupt files, restorehealth, sfc, download of \SXS directory files, etc.  Have used options for WSUS, WU group policy, DVD from .iso, made sure I have all permissions, running as Administrator.  Of course, Control Panel enable and installs from apps needing 3.5 fail as well.  BTW, fresh install was from a Windows 8.1 Pro DVD, NOT as an update or from a Win 8 PRO disc.

Always fails with 0x80070002, even when Windows Update downloads the files.

Running Command Prompt as Administrator, with \SXS files moved to D:\DotNet

dism.exe /online /enable-feature /featurename:NetFx3 /all /limitaccess /Source:D:\DotNet

I have also tried specifying the DVD as the source drive; letting the Window PATH do the work of pointing to the repaired component directory; LimitAccess and allowing Windows Update to download the files.

No language packs installed to my knowledge.   The only squirrelly issue might be that the User directory, and User temp and Windows temp/TEMP directories  were all moved to the D: harddrive, rather than the SSD the OS and major programs are installed on.

Maybe someone can tell me the significant parts and give guidance for a plan to straighten this out.
