stopping the "Add your Microsoft account" window from popping up in the microsoft store Windows 8

Is there a GPO to stop this?  I am testing Win8 with server 2012 and I want this window to not show up if a user goes into the store to download an app.  I tried enabling Accounts:Block Microsoft Accounts but the window still showed up.  when I put in an account it then downloaded and installed the app
