user folder redirection to OneDrive creates second folder

I am building a Windows 8.1 image. When deploying the image and upon OOBE I've set the user folders (desktop, documents, video, pictures, etc) to redirect to onedrive, done through a batch file and powershell script (NOTE: I've also tried doing it through unattend.xml with asynchronous login and get the same result).

When a user goes through OOBE and logs in, the script works but a second OneDrive folder gets created [shows up as OneDrive (2)].

Is there a way I can redirect the user folder locations programmatically to point to OneDrive?

NOTE: the computer is not part of a domain
