recimg /showcurrent cannot access configuration file

After an install of Windows 8.0 and update to Windows 8.1 I'd like to create a recovery media for my customer.

recimg /showcurrent

shows

The recovery image configuration cannot be found. The system cannot access the
configuration file.
Error Code - 0x80070002
