I know how to restrict using installed apps through Family Safety.
There doesn't seem to be a way to Not Allow an app install from the app store without a Parent's approval (email and password).
If the child has a microsoft account, then he can download at will.
My child has a ms account, but I want to approve the apps he installs.
How is this done?
