How to add IE shortcut to modern UI start menu for default profile without sysprep?

We want to add a web shortcut to a Windows 8.1 image for all new domain users login on. Therefore we need to add it to the default profile. Because we do some changes to the image so that sysprep does not work, we cant use "copy profile" in sysprep

I hope somebody have other solutions to this.

I have tried the following:

I have added the IE shortcut to the desktop by "Pin to Apps" and then exported the start menu with export-startlayout ps command. Then checked the APP ID in XML file and then added it to the "Pin Apps to start when installed" GPO.

This does not work unnless its a "new" application. Have also tried to add "http://webaddress", Microsoft.APP-V.(app id for IE)
