Using Copy Profile led to completely blank Start and Apps screen

This is the process I followed:

  1. Booted clean machine into audit mode and configured the built in Admin account as desired (desktop background, specifically).
  2. Used Config Manager 2102 R2 capture media to capture the image (Sysprep is automated, so I could not specify an answer file withCopyProfile=True).
  3. Deployed the image in Config Manager with an answer file that had CopyProfile=True set.

As I understand it, this should have told the imaging process to copy the last used profile's settings (the built in Administrator) to all users. Instead, I have a completely blank Start and Apps screen.
