Windows SIM is unable to create a catalog file.

I am trying to create a catalog file with WSIM in 64-bit Server 2012 R2. It is a Windows 8.1 VL Image. I am getting the following error:

I have researched and found out that there was an issue with 64-bit systems not being able to create a Windows 8 x64 catalog file.

So I created a Win 7 32-bit OS, and installed WAIK on there and tried to create a catalog for the same OS version.

I get the same error....

I have tried 2 different ISOs , a retail one, and enterprise one.

No luck.
