Phone Registration Issue

I am trying to register Nokia Lumia 530 for development of an application.  The steps followed are:

1. Connect phone (Windows Phone 8.1) to laptop (Windows 8.1 Enterprise) through USB cable.  Laptop has internet access but phone doesn't have.  Date+time setting for "Set automatically" is disabled in both.

2. Launch Windows Phone Developer Registration (8.1) application.

3. Click on Register button.

4. Sign In dialog box opens.  But it is blank.  I am not able to register my phone due to this.
