Windows 8.1 Enterprise join network prompt

I have been through this many times and it still does not work on my end for some reason.  I have the settings in the unattend file and they are correct as per below.  I create my base build using VM and MDT which I do a capture and import to SCCM 2012 R2 from which it is deployed.  For some reason it prompts every time during the build to join a wireless network.

I have done this type of work for years and never had an issue as this but this is also Windows 8.1 

Any help or advice would be appreciated
