Does Windows 8.1 VLSC DVD Also Work For Microsoft Retail Serial Number?

I handle VLSC installations for several 501(c)(3) organizations.

I use the Windows 8.1 VLSC ISO download for making an installation DVD.

For a non-501(c)(3) situation, I had someone with a legal Microsoft retail serial number who damaged their DVD. Will my Windows 8.1 VLSC installation DVD install and activate properly using a legal Microsoft retail serial number?
