How to edit the Local Security Policies of a Windows 8.1 Basic from a remote computer running Windows 8.1 Pro/Enterprise?

Here are the info's I got:

> one could edit Group Policies of a remote computer only with the use of MMC/GPMC,

> as I have tried in my local system MMC GPO Snap-in, it does not have the full Local Security Policies to edit,

> Even though MMC can be used to edit Group Policies of another computer on the workgroup/homegroup, Security Policies can be edited only on a gpedit.msc console or on a secpol.msc console,

> so GPMC is the only way to edit it on a remote computer

> to get the GPMC in Windows 8.1 Pro/Enterprise, you need to install RSAT (Remote Server Administration Tools)

Now, is that, that simple!!!  I doubt

> a microsoft technet article named "Deploy Remote Server Administration Tools" states that "The tools installed as part of Remote Server Administration Tools for Windows 8.1 cannot be used to manage the local computer. Regardless of the tool you run, you must specify a remote server or multiple remote servers on which to run the tool."

Do they mean that the GPMC comes with the RSAT cannot manage local computer or any other computer on the workgroup/homegroup without joining a Server (Domain Controller)?
