Unable to install Windows 8 or Windows 7

Background:  I have been running Windows 7 for about a year and a half.  I upgraded to Windows 8 about 4 months ago.  From the time of the upgrade to now I have not added any hardware to the machine.

I am not sure what caused the initial fail of Windows 8 but at some point it refused to boot into the login screen but froze with a black screen.   I tried a million things to fix but eventually gave up and went nuclear -- wiping my disk clean and going with a fresh install.  At this point my steps for wiping clean are:

Drop into command prompt using the setup disk

Run diskpart

Clean

Create Partition Primary

Active

Format FS = NTFS

Assign

After the above, I run let the setup run.   It gets through all the steps but on reboot I get the black screen again (before login).

Not only does Windows 8 fail but when I try to follow the same steps for Window 7 I get the exact same behavior.

Help!  I'm on week 2 in this state.  Have read a million threads and tried a million different variations and cannot get an install going.
