Unlike a user account that is created from the control panel, any user account that is imported with the user state migration tool has the password expires flag set to true. It doesn't matter what the account settings were before user account migration, in most cases there was no password to begin with.
How can I get the user state migration tool to create user accounts without setting this flag? Or how can I change it during the migration process? This cannot be left to be done manually after user account migration.
