I was wondering if there's some kind of a special restriction. You see, if you're obtaining a Windows Server 2012 R2 Evaluation, you'll be able to download an ISO image in a few languages, but if you'll try to get Windows 8.1, you'll find that some of them are not available. I don't get this conception.
I was also trying to build an ISO containing my language pack (Russian) with Windows ADK, but Microsoft has not provided the needed package (it's only available via Control Panel)... So I wasn't able to complete the task. I really can't use a Control Panel method cause it messes up some of system dialogs and also it's not full - you'll still see most of logon stage strings in English.
Is there any possibility that Russian language will be available in client Windows Evaluation, as well as in Server one in the nearest future, or can I at least have a direct link to Russian LP (I've seen some of them, pointing to the Windows Update packages)?..
I'm talking about "LP.cab" (http://technet.microsoft.com/en-us/library/hh824900.aspx#bkmk_4).
