Deleting a user in Control Panel/Users does not delete user folder in C:Users despite checking to delete all fies

Despite checking delete user files in control panel/users/delete account, the user folder still remains in  C:USERS\  Then when  I go to recreate the same user name, Win 8 creates a userx_2.2 folder in addition to the one still there for the deleted user.

I want all traces of the user removed so I can recreate anew.  If I try to manually delete the residual folder, I get access denied or other errors

The reason I'm doing this is is for this one user, I couldn't remote desktop log in and the user was not being recognized as an administrator, despite all other users logging in as administrators with the same pw.  Error message is password wrong or credentials not valid.  I finally decided to delete all traces of the user and start over, but I dont want the C disk showing multiple folder for the same user.  Every time I deleted and recreated, another 2.3,.2.4 etc would wind up in C
