In most of the cases,0xC1900101-0×20017 errors signifies issue with any kind of encryption software, Wireless, Bluetooth or card reader software.
Do you have your HDD(boot loader) encrypted with Truecrypt or bitlocker?
I suggest you uninstall these software to check the result.
Then, disable Windows Firewall or other security software before Windows 8.1 update, and then restart your computer. You can enable the firewall after the update is installed.
In addition, if we still fail to install Windows 8.1, please collect following logs and upload here for further research:
setuperr.log andsetupact.log under C:\Windows\Logs\PBR\PreRollbackLogs\
Please upload them to a file sharing service like Skydrive and put a link to them in your reply.

Clik here to view.I do not have file encryption on, Bit Locker is not enabled on any drive I have. I have Norton security suite and have turned it off permanently and tried to update to 8.1, no luck. I looked for the file you said to post but do not see it in the location you said. The PBR file has no file in it called PreRollbackLogs. The only files I see are as follows: BCDCopy - pbr.sqml - RjvStateFile.bin - RjvTrace_Configure.etl<input id="92832288-b99d-4a99-9f17-9aeed6b15a2a_attachments" type="hidden" value="" />Wednesday, February 19, 2014 11:53 PM - I will try tomorrow night after work from the modem instead of through the router to see if it makes a difference. - OK tried to update with no router and security software off and still having the same error.
