Initializing a New Disk

I just installed Windows 8.1 on a new computer I built.  As someone suggested, I unplugged the hard drive when I loaded windows to insure that Windows was installed on the SSD.  That went fine.  I then plugged the HDD back in and tried to initialize it.  I go to Control Panel, System and Security, Administrative Tools and double click on Computer Management and the single click on Disk Management.  I get an Initialize Disk screen saying that the disk needs to be initialized before Disk Manager can access it.  I when I select either MBR or GPT the computer thinks for while and then states "request could not be completed because of an I/O device error".  However, the disk shows up as Disk 1, uninitialized with 3.86 GB size.  It's a seagate 2 TB drive.  In the properties screen it's identified as a ST2000M001 drive which I think is correct so there must be some I/O going on between the OS and the disk drive.  The disk is brand new so I am reluctant to conclude that the disk is bad.  Please let me know where to go from here.
