Slow OOBE on windows 8.1 deployment

Hi,

Our new windows 8.1 update 1 deployment takes over 8-9 minutes for proccessing the OOBE and user first boot/login.

It's a mui deployment with 33 languages . 

I've checked the setupact.log and found these 2 "lags" :

Also when I do the OOBE step without internet connection it only takes 5 minutes...
