Documentation on Windows 8 combining "duplicate" shortcuts?

Is there any documentation available describing how windows evaluates items in the start menu as to if they are duplicates or not?  We have a number of environments for our CAD software that get applied through variables we pass through from the shortcuts, so the shortcut "MicroStation A" loads interface A in the software, "MicroStation B" loads interface B, etc etc.  However, Win8 seems to be arbitrarily selecting which of those are duplicates of the shortcut to vanilla "MicroStation," so even though the shortcuts in the start menu folder (under C:\ProgramData\Microsoft\Windows\Start Menu\Programs\), they don't show up in the Start Menu, even if you search for them.  So each shortcut has a unique name, e.g. [MicroStation V8i (SELECTseries 3)] vs [MicroStation V8i without ProjectWise], and a unique target, e.g. ["C:\Program Files (x86)\Bentley\MicroStation V8i (SELECTseries)\MicroStation\ustation.exe"] versus ["C:\Program Files (x86)\Bentley\MicroStation V8i (SELECTseries)\MicroStation\ustation.exe" -wsPW_DISABLE_INTEGRATION=1] yet [MicroStation V8i without ProjectWise] doesn't show up in the start menu, even though both shortcuts are in the same "Programs\Bentley\MicroStation V8i (SELECTseries 3)" folder.

Edit: Some additional information: The behavior for "Taskbar buttons" on the taskbar is set to "Always combine, hide labels", yet it sees the resultant session of MicroStation started by the different shortcuts as different and doesn't combine them, but the start menu thinks they're the same and won't show me both shortcuts.
